Khyber Pakhtunkhwa Police, being law enforcing agency, is responsible to maintain law & order in the province. In the present situation, when the province is hit by the menace of terrorism, Khyber Pakhtunkhwa Police needs to be equipped not only with heavy and sophisticated weapons but also with state of the art technologies. For this purpose Police has already made its way into the technological sphere by initiating a number of projects including:

DIGITIZATION OF FIR RECORD
Khyber Pakhtunkhwa Police has developed and launched a Centralized database of FIR. Initially, record of last five years (2009-2013) has been planned to be digitized. The system is capable to search online the criminal record using mobile phones, Hand held devices and computers. Furthermore, the new system will automatically generate an alert to the home Police Station of the criminal when crime is committed in the jurisdiction of another Police station. This project will work in integration with the existing Geo-Tagging project and upcoming Tenant and hotels/Serai databases.


CRIME TRACKING & ANALYSIS (GEO-TAGGING)
Khyber Pakhtunkhwa Police has developed and launched a centralized Crime Tracking & Analysis (CTA) database. The database is based on geo-tagging technology and all the pictures of the terrorists and crime scene etc., are stored in the main database using Android Mobile phones. The data, when captured and submitted to the main server, is automatically plotted on the Google map which can be utilized to analyze crime trends in the province.

 

RENTED BUILDINGS (TENANTS DATABASE)
Khyber Pakhtunkhwa Police has developed and launched a centralized database of all the rented buildings and Tenants in the province. The database will contain information about the Property, Landlord, Tenant and Property Dealer. All the Police stations will be connected with the central site and data about rented buildings and Tenants will be fed online into the main server. The system will be capable to search online the Tenants record using mobile phones, Hand held devices and computers. Tenants database will be integrated with the Criminal database developed under the scheme “Digitization of FIR” and the system will automatically generate an alert to the home Police Station when Landlords or tenants data matches the criminal record of the criminal database. The system will prove to be a good tool in tracking the tenants living in the rented buildings.

 

HOTEL / SERAI TENANTS DATABASE

Khyber Pakhtunkhwa Police plans to develop a centralized database of all the hotels and guests staying in the Hotels Seraiand Guest houses. All the hotels will have Verisys installed for verification of the visitors’ data from NADRA, access to VVS for verification of vehicles and Criminal database for verification of criminal record of the guests. All these systems will be integrated at the back end and will be generating alerts to the concerned Police stations in case of any criminal event. The system is under the developmental phase.

 

AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM (AFIS)
The deteriorating law and order situation and the threats posed by terrorism / militancy highly demands to introduce technology-based solutions to fight the serious and organized crimes and terrorism more efficiently and effectively. One such high-tech solution is AFIS to develop a centralized database of fingerprints of criminals which is accessible online for comparison of latent fingerprints taken from the scene of crime.  
The database developed through AFIS system will significantly improve the quality of investigation and would make delivery of justice more efficient and evidence-based. This would also prove useful in combating serious and organized crime, terrorism and improving the law and order situation through a higher rate of conviction resulting in an improved safety and security environment, bringing much needed investment in the country. This project will provide necessary synergy with other projects like PISCES, Machine Readable Passport (MRP), NADRA and PROMIS. The main objectives of AFIS are:

  •  Operational capacity building of the Police to combat modern organized crime and terrorist activities.
  •  Provide necessary infrastructure and network connectivity to LEAs / Police down to the district level for instant comparison / identification of criminals through fingerprints.
  •  Providing database sharing facility to different Police departments.
  •  Providing training to fingerprint technicians to take ten prints and latent fingerprints from the scene of crime. Ensuring quality fingerprints will resultant improve the quality of database.
